Deutsche Waffen- und Munitionsfabriken AG, with its arms factory in Berlin and ammunition factory in Karlsruhe, was one of the most powerful arms companies in the world before WWI. On their behalf, the Austrian Georg Luger redesigned the Borchardt pistol into the Parabellum system. Introduced in Switzerland in 1900 in 7.65 Parabellum caliber, it was then introduced in the German Navy in 1904 in 9 mm Luger caliber and in the German Army in 1908.
